The second equation requires rearranging.
y + 4 =  -\frac{1}{2}(x - 2) \\ y + 4 = -\frac{1}{2}x + 1 \\ y = - \frac{1}{2} x- 3
From this equation, we can see that the slope is -1/2 and the y-intercept is -3.
