The purpose is to show the oppressiveness of British Imperial rule. The audience is Imperial Britain and Europeans. The themes are imperialism, captivity, and authority, as well as moral dilemmas. The tone is conflicted, irritated, and resigned. The rhetorical devices include imagery, simile, and irony which emphasize the injustices enacted by the Imperial British empire.  

"Shooting an Elephant", an essay by George Orwell describes an inner conflict brought on by oppression from Imperial Britain. Orwell states allegiance to the people of Burma and his opposition to the powers he embodies as an imperial police office, the face of the British Empire. "In a job like that you see the dirty work of Empire at close quarters." explains His feelings about his work and his position. This previews and showcases the inner conflict he faces when tasked with shooting the elephant and subsequently supporting and serving said oppressors (Imperial British Empire).
