It wasn't necessarily punishment for starting the war, It was more of Britain prohibiting their colonist from moving Westward into the lands acquired from the French and Indian War that was largely populated by Native Americans.

And we know it's not D, because later Taxes would help finance the recovery from the war, and it's not C because it has nothing to do with mercantilism.

 This was the policy of giving Hitler what he wanted to stop him from going to war. It was based on the idea that what Hitler wanted was reasonable and, when his reasonable demands had been satisfied, he would stop.

In 1937, Neville Chamberlain was elected as Great Britain's Prime Minister. He embraced an appeasement policy, along with French Premier Edouard Daladier. Their countries had been devastated by World War I, and they wished nothing more than to avoid another war with Germany. Throughout Europe, entire cities ceased to exist. In total, more than 8.5 million men died during that war. There were strong feelings in both countries of peace at any cost.
