Hi! I think the answer is option A. or People needed time to pay their loans back. I think this because when you get a loan you don’t already have that money and that’s why you are getting a loan. You need to work to be able to pay back the loans. Option B. can’t be correct because the loans have to be paid back or they will go to jail. Option C. Doesn’t really match with the banks did not think they would be paid back. Option D. also doesn’t match with the banks did not think they would ever be paid back.
