I think the government should still help people in need even if it costs tax dollars because if you are a citizen of the US you most likely have to pay them yourself. If you can help someone get back on their feet and become financially independent, then you've done your job. Most of the time this requires possible welfare, or food stamps while that person/people look for employment.
The right to petition members of the government is contained in the First amendment to Constitution, since it is considered one of the most important liberties necessary in order to preserve democracy.
