I believe the answer is: morality
The purpose of morality is to act as some sort of guidance to perform correct behavior that all 'rational' persons should do within a social group. Morality does not necessarily regulated by law, but violating it would definitely make a member of a social group the be negatively perceived by other members.
Given : Men's division : 4313 seconds with a standard deviation of 583 seconds
Ladies' division : 5261 seconds with a standard deviation of 807 seconds
Leo completed the race : 4948 seconds
Mary completed the race : 5513 seconds
Leo : Z=4313-4948/583=-1.0892
Mary : Z= 5261-5513/807=-.3123
They both ran below the mean. Leo, more than one standard deviation while Mary was not even a half a SD below the mean.
