The change that would decrease the pH of a base in a solution at equilibrium is : ( C )  Decreasing the concentration of OH⁻  ions

A base in a solution provides ( OH⁻  ions ) while an acids produces H⁺ ions. therefore an acidic solution ( solution with a lower pH level ) has more H⁺ ions and a decrease in OH⁻ will lead to a corresponding increase in H⁺ ions. so when the concentration of OH⁻ ions is reduced the pH of the base in the solution will be reduced  

Hence we can conclude that in order to decrease the  pH of a base in a solution at equilibrium decreasing the concentration of OH⁻  ions will help decrease the pH level of the base .
