Well that depends on how well the country is doing economically as well as how its developing and what that country is known for. If we take Pakistan as example, it borders Afghanistan, India and China. Although it since surrounded it has made mutual peace with China for trade and China has helped them so the foreign policy is to not export any type of Alcohol, Drugs or Pork since Pakistan is a Muslim country.
