i would do it like this:

\frac{60}{100}* 5\frac{1}{2}

(60% is the same as \frac{60}{100}

5\frac{1}{2}=\frac{11}{2}

(so that there is no confusion, i've put it into an improper fraction

now we can multiply:
\frac{60}{100}* \frac{11}{2}=

\frac{6}{10}* \frac{11}{2}=

\frac{3}{5}* \frac{1}{2}=



\frac{3*11}{10}=

\frac{33}{10}=

which is 3.3.

so 60% of 5 and a half is 3.3.
