Public service requires customer service skills because you are dealing with the public. Many who need services DO NOT know the processes. They get frustrated especially when they are told one thing then another person says something else. Basically the public is held hostage by public service. No one else provides it. Some skills include, active listening, empathy, honesty, "really trying to help."

Depending on how Jim's relationship with his ex-wife ended, through bitterness or a mutual agreement to be friends, he could either be happy or sad. If he was in between, he probably would've felt uncomfortable, because he neither cared enough to find out before his son but wasn't as cruel to say he didn't care.
