d=\sqrt{16+36}

d=\sqrt{52}

So radius will be half of this diameter.

Plugging these values in standard equation of circle

(x-x_{1} )^2+(y-y_{1} )^2=r^2

(x+5)^2+(y-4)^2=\frac{52}{4}

I'm sorry I'm too lazy to read all of that. However, I did get the main point. The river was going at 3 mph. Since he wanted to travel 10 miles upstream and downstream, you would have to subtract 20 by 3. This would mean he was going at a speed of 17 mph.

To get rid of the ^2 on the x you need to square root it and what you do to one side you need to do to the other so: √x^2 = √(169)

Step 2:

The square root of 169 is 13 so x = 13
