I would say average because having friends and being liked by others doesn't immediately mean they one is popular. Neglected means not receiving proper attention, which is the opposite of what the question is asking. Controversial means arguably, so that's out too.

Mexico City is located at an altitude of about 2,240 meters above sea level. Mexico City is located between 3 sides of the mountains. This causes the city to have relatively low oxygen levels. As we know, the higher the area of the earth's surface, the lower the oxygen content in the air.

Low oxygen makes fuel combustion in motorized vehicles experience incomplete combustion resulting in emissions of carbon monoxide and other compounds that cause air pollution.

With a population of 22,085 million people in the metro area, air pollution is getting stronger because of the large volume of vehicles that pass through the city streets every day. This makes Mexico City one of the most polluted cities in the world.
