The cost that animal poisoning could have for animals, individuals and businesses is that the animal could die and that would represent a problem of interest between the parties.

The dangers that it could have to the public safety is that animal poisoning could impact an immediate environment way as a provider of an unknown agent that could affect the environment inhabitants.

To understand this question we first need to contextualize each of the situations. In the first case if the animal dies of poisoning then the owner will have to bear some expenses to carry out its departure, however, the owner will require an explanation of the dog's death. Poisoning can kill families, which can eventually cost many money due to funerals and other expenses. Poisoning also is evidence that the community or a place does not try hard enough to get rid of it and expose their dangers.
