The dangers that it could have to the public safety is that animal poisoning could impact an immediate environment way as a provider of an unknown agent that could affect the environment inhabitants.

To understand this question we first need to contextualize each of the situations. In the first case if the animal dies of poisoning then the owner will have to bear some expenses to carry out its departure, however, the owner will require an explanation of the dog's death. That will impact directly the businesses because if the animal was not treated properly well that is a big failure into the procedure and the client could have means to demand and win the case. The animal could die in the worst of the case, or being severely damaged if he is saved. Brain damage is the most likely scenario.

Poisoning can kill families, which can eventually cost many money due to funerals and other expenses. Poisoning also is evidence that the community or a place does not try hard enough to get rid of it and expose their dangers.
