As an outsider, you can have no bias on or against any individual in the area. Your judgment would only be driven entirely by rationality, and not emotional attachment or detachment with a person. Also, an outsider will focus less on particular people, but more on the place and what dangers could possibly arise. They will pay attention to their surroundings and be more alert, as it is part of human nature. This can make an outsider a better observer in a place, especially if the area and its people are unfamiliar to them.
