Congress may choose to delegate authority to bureaucrats due to the fact that it doesn't have the ability to fully regulate subjects.

Delegation simply means giving responsibility to another agency. Delegation occurs when Congress gives authority to other agencies. In such a case, the executive authority is usually given by Congress to the bureaucrats.

It should be noted that Congress doesn't have the ability to fully regulate subjects. Congress can't also keep up with the numerous works that it does, therefore some works have to be delegated to other agencies.

In such a way, there's delegation of authority to the bureaucrats.
