60 minutes = 1 hour

63 miles per 270 minutes
x miles per 1 hour = 60 minutes

\dfrac{63[miles]}{x[miles]} = \dfrac{270[minutes]}{60[minutes]}

63 \cdot 60 = 270x
3780 = 270x\quad |:270
x=14[miles]

His average speed is 14 miles per hour.
