They are consistent with one another since they all exist to reduce crime and disorder. They might be inconsistent since policing is a complex process which involves federal, state, and local lines.
Democratic society is the society in which every individual has equal rights, freedom of speech and a fair trial and tolerates the views of minorities. Responsible citizens who value the government's system constitute a heathy society. Thus both citizens and law enforcement participation leads to a successful policing. Citizens as well as law enforcement need to be aware of their rights and responsibilities.
