up till 9, they talked about their past, and from 10 to 16 it explains why life without meaning is like toeture.

Explanation:

the only exception would be 9, which talks about what they now know. But asides from that, the rest seems to be talking the past, so B seems like the best choice. (i could be wrong though)

City-wide curfew should not be instituted because this limits teenagers' activity and involvement in the outside world at night. Many teenagers would be upset with this curfew because they would not be allowed to ride bikes outside or hang out with their friends without getting into trouble. A curfew like this one would encourage teenagers to stay indoors on their phones instead of outside enjoying the night air. Teenagers have to stay in school most of the day from early morning hours to the early afternoon; many would be sad that they must miss out on outdoor time after taking their time to do their homework at home, study, and shower, because of a curfew.
