The Lewis formula is used to describe covalent bonds

Formal charge calculations can determine which molecule is more stable, by choosing the smallest charge, even though atoms such as C, N, and O the priority is to fulfill the octet rule first.

Formal charges can be formulated:

FC (formal charge) = number of valence electrons - number of free electrons - 1/2 binding electrons

So to determine the lewis structure depict a neutral molecule or an ion, then we determine the formal charge of each atom making up the molecule, then we find the net charge of the molecule, so we can determine the charge is neutral, negative or positive.

If the net charge is negative, then the given structure represents an anion

If the net charge is positive then the given structure represents a cation

If the net charge is 0 then the given structure represents a neutral molecule
