While still ostensibly under the control of their primitive overlords, started to amass enough wealth and influence to require more freedom. Many medieval kings did not join them, but those that did tried to stifle and oppress the burgeoning prosperous shipper class.

As this trend continued, it elevated sovereignty to the form of unrestrained governance that emerged as the Middle Ages came to an end.
