Given all colonial settings, the Legislative Council remained a means of creating a semblance of democratic practices. The Executive Council used the platform to gain the support of business tycoons and other prominent figures in the government.

The colonial Governor was the one in charge of all governmental affairs. Moreover, many of the members of the Legislative Council were handpicked by the colonial Governor. The Council members did not win elections as representatives of the people.

Thus, the Legislative Council played an <em>advisory or support role</em> in public policy-making in the Gold Coast, with the Executive Council prominently featuring in all public policy-making.
