In  {\text{C}}{{\text{F}}_4}, both carbon and fluorine are non-metals. Carbon has four valence electrons whereas fluorine has seven valence electrons. Both share two electrons with each other and a single covalent bond is formed between a carbon and a fluorine atom. So carbon forms four single bonds with four fluorine atoms in order to complete its octet and the octet of fluorine is also fulfilled. This bond is formed due to sharing of the electrons and therefore  {\text{C}}{{\text{F}}_4} is a covalent compound.
