   -y  + 2/3x = 6                              x- term is positive so multiply by -1 will

      2/3x - y = 6                             change the sign in the equation      

     3(2/3x) -3(y) =  3(6)                You do not want a fraction in the x-term so

                                                     multiply by 3. Each term by 3.

        2x - 3y = 18                           3(2/3) = 6/3  = 2
