A factual question requires little information to make, and background information does give you information which means it would be easy to make a factual question. It wouldn't be option B because hypothetical is based on a hypothesis which is a educated guess, and background information doesn't have any guesses. The answer also isn't option C because a prediction is what you will think will happen in the future which has nothing to do with the background information at the beginning of your topic.
