But, Lincoln wanted the North and South to come together in  peace after the Civil War. On December 8, 1863, Lincoln issued his  Proclamation of Amnesty and Reconstruction.  First, he offered to pardon to any southerner who would take an  oath of loyalty to the Union and agree to accept all presidential  decrees and congressional acts relating to slavery.  Second, when ten percent of the people in a Confederate state  who had been eligible to vote in 1860 took the oath of loyalty,  they could organize a government, elect representatives to  Congress, and consider themselves restored to the Union.

Similarities: World War I and World War II were wars conducted on a massive scale unlike any other wars in history. They were similarly caused by nationalism, imperialism, alliances, and militarism. Both wars saw countries trying to upset the power balance in Europe for their own gain. Difference: While WWI was fought in the trenches and used machine guns and poisonous gas, WWII was fought using modern artillery and machines utilizing more airplanes, ships, tanks, and submarines. Special operations methods were also developed during this war together with atomic missiles and secret communications.

I believe it was when small and large States decided to have an upper and Lower house. the lower house, house of rep, was to have the number of rep. be based on population. while the upper house, the senate, was made to give all states an equal representation in the government. this being based on statehood ,which earned two senators, and did not take population into account into choosing the number of senators.
