y=\frac{x}{4}-5

Equation of any line parallel to line ,

y= m x + c is, y= m x + p

Where c, is Y intercept of first line, and p is y intercept of second line,which is parallel to first line.

Only Y intercept changes, when two lines are parallel.

Equation of line parallel to line 1, is

y=\frac{x}{4}+k

Since ,it is given that Second line passes through point (0,4).

4=0 + k

k=4

So, equation of line parallel to line  y=\frac{x}{4}-5 which passes through (0,4) is  y=\frac{x}{4}+4.
