An idiom is a figurative device used when a sentence has a figurative meaning and a literal meaning. This i used here when it stated "The situation is getting out of hand." this has figurative meaning and a literal meaning. The figurative meaning is the  situation is getting out of hand, but this literally means that the problem it is getting out of control or no longer possible to manage, because when something is out of your hands you obviously cant control it. repetition is used when a sentence repeats a phrase or word over and over again sometimes to get a point across or sometimes to make something more memorable, this isn't used here.

So the best answer here would be idiom.
