We have to work backwards here, in order to find out what the standard form of this equation would be.

So it's safe to say, since the slope has 3 as the denominator, we would've divided by 3 at some point when turning the standard form to slope-intercept form.

Dividing is usually the last step, and we do this to isolate the y. So this means that 3 was in front of y instead of x. This also means that the y-intercept was able to be divided by 3. (We can rule out the second and last options, for these reasons.)

Now the problem is looking like this:

3y = -2x + 21

Next we would've had to move the 2x in order for it to be on this side, so now we have to move it back. So we will add 2x on both sides to get 2x + 3y = 21.
