So she runs 2/3 of a mile in 1/6 of an hour
First let's make our fractions with a common denominator 
So 2/3 and 1/6 have a common GCF which is 6 so let's turn 2/3 into something out of 6
You would multiply the whole 2/3 by 2
so 2x2=4
3x2=6
so 2/3=4/6 
Now that we have a common denominator we now can make it easier so 6/6 is 1 whole hour so for you to find your answer you would multiply 6 x 4/6
4x6=24 and the denominator stays the same so you would have 24/6 which can be written as a mixed number or a whole number 24/6=4
4 miles an hour would be the rate if she was going at a rate of 2/3 for every 1/6 of an hour
Final answer 4 miles per hour

she ran 2/3 mile in 1/6 hour, which means she ran 1/3 of a mile in 1/12 of an hour

so 1 mile would be run in 1/12 + 1/12+ 1/12 ( = 1/4 of an hour)

 there are 4 quarters to an hour so she is running at 4 miles per hour
