When the new moon just crosses the elliptic orbit blocking  the sun rays from reaching earth and causing a shadow over the earth, this is when a solar eclipse occurs. You realize that the moon’s orbit is inclined relative to the ecliptic orbit hence solar eclipse does not occur with every new moon.

Make sure you don't get this mixed up with meiosis, which I a type of cell division in which the parent cell divides to create genetically different daughter cells.
