The reason people might say that it's every individuals job is because to protect the environment, everyone has to do their part. Such as the example of making a conscious decision to wait to throw something in the trash can instead of littering inside of environments that shouldn't have trash in them. I personally think both should be responsible, seeings as the government is comprised of multiple individuals that could do their part in protecting the environment by making that conscious decision or making rules that benefit all the different habitats.
