Different levels are required from different parts of the government for the safety of other and for the preparation for the worst possible outcome while a soldier is in duty. They came less effient due to lack of time and underemployed departments. They’ve became more expensive so they can have better technology and get the best training possible. Governments can affect small areas on a positive or negative ways, one positive way is funding their schools and other systems. A negative way is raiding the place or taking it under their control.
Probably one of the better reasons for them to initiate these wars was that it enabled them to destabilize the region and especially the power of their main rival in Greece in terms of military and economics. At the time this rival was considered to be Athens. The end of the Peloponnessian wars ended with Sparta coming out as the reigning power in those parts of the world and Athens being strongly decimated.
