OPTION 4: Separation of powers

By stating that "each department should have a will of its own", the quote directly supports the Separation of Powers, a principle in which the United States Constitution was inspired. The separation of powers opposes to the concentrantion of power in one body or government, to avoid tyranny and unjustices.

The actual United States government, in both the federal and local level, has a separation of powers divided into three branches: Legislate, Executive and Judicial.
