$\sqrt{8}=2\sqrt{2}$
$\sqrt{16}=4$
we get

$\frac{2\sqrt{2}}{3}+4$
$\sqrt{2}$ is irrational
since we can't write $\sqrt{2}$ as a rational number, the entire phrase is irrational

anwer is irrational
