This is complicated. First off, Russia was defeated, and it was renamed the USSR (defeated before WW2). 
1) They were on the Axis side because they didn't want to be attacked (because of uprisings and that they weren't ready yet)
2) They joined the Allied side after Germany broke the truce and attacked them.
