The easier way to prevent this is to write a constitution granting people no matter their religious, ethnic, and cultural groups rights to express their values and making them part of one national identity. People usually remain peaceful and government usually remains effective in a diverse country if people are able to expresss their opinions and have a national identity they can relate to.
