To me, this quote means that vulnerable people are often victims during war times. Vulnerable people have nothing to do with the conflicts that cause the decision for war. Children are vulnerable during war times and they have nothing to do with war. During the war, many innocent people will perish for unjust reasons. An example of this would be all of the lives that were lost when the U.S bombed Hiroshima and Nagasaki. There were thousands of people living in those cities that had nothing to do with the WW2 conflict yet they lost their lives that day.
