Ok, since the bases are the same you don't have to worry about them for now. So to make things easier, lets make the expression 5c + c - 28 for now.
Combine like terms: 6c - 28
Add back the bottom: (6c - 28) / (2c + 7)
Now, your not done yet, you can still simplify the top and bottom.
Simplify: 3c - 4
By simplifying, you eliminate the bottom, and are left with 3c - 4

OR

Just leave the expression as 6c - 28 / 2c  + 7
