answer: because thomas jefferson was concerned about the louisiana purchase as the land was unexplored as louis and clark had only gone through a small section of the land.. also the land would add a lot of land for the US (United States) which was still developing as a country so that means that it could be left useless and unexplored and <u>N</u><u>O</u> people could live there.

If it gets enough votes, then it is sent to the other chamber which has to repeat the same proceeding. Lastly, if the bill is passed by both houses, then it is sent to the President for signature.
