First, get y on its own to find the slope.
7y = 3-4x
Y = 3/7 - 4/7X
So slope is -4/7 so we just inverse it and multiply by (-1) to find perpendicular. Which is 7/4.

So using point slope Y-(-7)=7/4(X-(-4))
Y+7=7/4(X+4)
Y= 7/4X + 28/4 -7
Y= 7/4X
