Only ten of James Madison nineteen amendments were approved by the congress BECAUSE ONLY TEN OF THE AMENDMENTS WERE RATIFIED BY THE STATES.
Before an amendment can be passed to become a law, it must be ratified by at least two- third of the members of the house of representative and the senate. An amendment which is supported by a number less than this can not be passed to become a law.
