Because of the rate at which humans are consuming and extracting them. the real question is are you talking about natural resources? if you are talking about natural resources that is the reason. Every natural process has a long geological time period through which it replenishes itself. For example, the resource of water... putting aside that water is unevenly distributed around the world... it is scarce because humans remove vast amounts of water from aquifers so the water table of that areas drops extremely. the perfect example of how scarce water really is would be how South Africa is reaching day zero.

Two boats are operating near each other. which is the boat that must maintain its course and speed?
elena-14-01-66 [18.8K]
All vessels are divided into two categories:
stand on vessels: these are those that have the privilege to maintain their course and speed when operating near another vessel.
Give way vessel: these are those vessels that are mandated to keep away from stand on vessels when the two are near each other.
When two boats are operating near each other, the STAND ON VESSEL must maintain its course and speed while the give way vessel must take precautions and early actions to keep out of the way of the stand on vessel.
