<span>In Mid 1960’s particularly in the year 1966, the personnel retention task force established additional senior enlisted advisor billets that have evolved into the fleet force and command master chief. US Navy enlisted rate indicates where an enlisted seaman stands in the command chain and also states his pay grade. An enlisted seaman's rate is related abstractly to a marine officer's ranking. Only marine officers bring the word "rank". Since 1996, employees in pay grade E-1, do not have badges to wear.</span>
