It depends on the type of speech you make. If you are making a speech about a topic you know not everyone can agree on, then using passion isn't your best option because it will be used against you. But if you're making a speech about something like a boycott on something unfair, then using passion is the best option because it persuades people and motivates them to take action.

But in most cases this is false.
