when germany invaded poland, they had an agreement to basically split it in two with the russians. since germany had signed a pact with russia to not attack each other, the western powers had to tread carefully to not upset the ussr. they instead tried to have discussions with russia, but weren’t able to come to a conclusion since the western powers and russia were wary of each other. however, when poland was invaded, britain and france decided to put their foot down and declare war on germany.
president roosevelt was much more open to having a decent relationship with stalin than churchill was, so while churchill might have wanted to take action, he would probably have thought it through carefully to make sure britain and russia were on good terms. that’s just what i think churchill would have done, but hopefully that gives you some ideas to look into :D
