how i would solve this is I would add up all the amount of time they want to tour around San francisco

so 45 + 1hr15mins = 2hrs

2hrs +2hrs30mins= 4hrs30mins

so starting at 7:30 take away 4hrs 30mins

7:30 - 4hrs = 3:30pm

3:30 - 30 minutes = 3pm

They must start their tour at 3pm.
