I'm not completely certain of this, but when I think of being "scientific" I imagine everything being more objective and certain, as if someone needs to recreate what's happening as accurately as possible.
So for this, I might say something like what is on the floor or what the floor is made of like "the floor is made of tile" (which would be smoother than saying something like "the floor is made of cement").

I would prefer to have city water because you don't have to worry about it getting polluted unlike well water. The city water is maintained by the city while with the well water, you maintain it yourself. Even though it can be pricey, most people live in the city anyway, so there is easier access to it.
