Generally simple present and simple future tenses are used to prepare the rules and regulations. In simple present the passive structure is used. For example:

Visitors are allowed to enjoy the beauty of the park.

Visitors are not allowed to feed the animals in the park.

Tourists are permitted to enjoy the elephant ride.

Tourists are not permitted to tease the animals.

c. ...is/are + prohibited/forbidden + to infinitive

for example

Taking photos is prohibited in the temple are.

Smoking is forbidden in the museum.

d. ....is/are + expected/not expected + to infinitive

for example

Passengers are expected to reach the station on time.

Passengers are expected to book the ticket before the journey.

Juniors are supposed to respect the seniors and elders.
