Some surface soils in the area keep a high clay content (very small part,  so they keep high porosity but low permeability.

Permeability is a extent of the comfort of flow of a fluid via a porous solid.

A rock may be overly porous, but if the pores are not related, it will have no permeability.

So they keep high porosity but low permeability.
