Let x be the number of red rose and y be the number of blue roses.

Then the equation will be

x + y = 156  ...1

2x/3 = 7y/9

   6x = 7y ...2

By solving the equations 1 and 2, we have

x = 84 and y = 72

Then the number of red roses that she have at first is 84.
